President and CEO, Jeffrey W. Harris, served as the Executive Director of Technology for Weslaco Independent School District, where he worked for 21 years before retiring to launch C1 Fiber, LLC. While at Weslaco ISD, Mr. Harris designed and built one of the largest school-district owned fiber-optic networks in the nation. 


With an extensive knowledge of the K12 environment, the eRate program, and fiber-optic outside plant design, Mr. Harris works almost exclusively with K12 school districts interested in implementing self-provisioned fiber-optic WANs.  Additionally, Mr. Harris completed a graduate certificate in Cybersecurity with the Rochester Institute of Technology, and in December 2019 Mr. Harris was certified as a Certified Information Security Manager (CISM) through ISACA.
